in the city. and using switchbacks as a tool muni is deliberately violating rider trust deciding one group of passengers who are riding a bus or train must disrupt their trip and disembark and wait for the next one so the vehicles don't clunk or another line can carry more passengers. in order to smooth traffic the bus or train leaves the route. it's two fold. it eliminates the late bus or train that is actually causing the clumping and so slow it's in way of the others on the line and it improves the on time record because the slow bus or train is no longer operating. it's great for muni. not so great for the left behind passengers. we're not sure when muni decided to deploy operational switch backs in its system but in early 2011 muni passengers began to complain about switchbacks that left them strandd and waiting on strange platforms in the city. according to their own statistics about 41,000 riders a month were left on the street because of switchbacks. we were told switchbacks were implemented in the absence of clumping whenever a bus or train was needod another run. this mean

space access for the city at large which really gets integrated with mixed use development sites that are identified within the waterfront land use plan, and in carrying out this planning process originally there was another advisory group that was created that recommended a plan to the port commission at the time. the port commission in 1997 approved that plan and upon approving the plan then the port also then went to work with the planning commission and the board of supervisors and mb dc to outline the policies appropriate for the waterfront with the city's planned policies for the waterfront and to align the various jurisdictions and to try to give careful and consistent focus what should be happening along that waterfront. as i mentioned there are mixed use development opportunities that are identified in the land use plan, and the bryant street opportunity area is one of those within the south beach area consisting of pier 30-32 and sea wall lot 330. during the plan process it was always seen as an opportunity to create these mix use maritime developments that brought ne

of the event arena and the orange for the mix use and retail development and in the dotted lines that is how views are gained along piers, along the san francisco waterfront, long views along the edge of the pier. but what we did in taking into account the full range of different opportunities we decided to actually move the arena around, tilt it around and reinforce the spectacular views and you will see in the site plan how the distribution of the different elements is. so this is the site plan for the development and i will present this in more detail in a minute, but the overall arrangement here you can see the venue located in the southeast corner of the pier maintaining public access along at ground level, and i'll show you that in a minute. can you seat very generous areas of plazas and tiers up to a height of 50 at the highest and 35 feet where you enter into the arena. you can see retail pavilions next to the embarcadero and then across on sea wall lot 330 you can see the proposed new development of two towers over the top of mix use development under a podium. now, this is a s

at it. also i want to ask everyone to share refreshments with us in our break out room and you have the opportunity to talk to the admiral personally. i will be very brief on my remarks. much of mine have been covered. we are planning -- doing a lot of planning for the world series. we want to make sure that we create a parade and event after we win the world series that it's safe and enjoyable for the public, and so we had a meeting earlier this week and we will have a meeting once we clinch to plan the parade with all the public safety representatives. we really have great representation from everyone. right now today urban shield is starting. it's the largest exercise i think in the united states or one of them. over 3500 law enforcement officers from the bay area are involved. it's a 48 hour full scale exercise and there is more in the report if you want to read about it. there was a fire at the portal and we pulled together officials and talk about response efforts and what we needed to do and we were able to quickly hand over the role for office of small business but i t

will have to go out and borrow in order to invest in our public infrastructure. the city uses its balance sheet and its ability to publicly finance infrastructure for things like roads and parks and a hospital and a new public safety building, and laqueena honda and mos conia expansion and the cruise ship terminal. we invest in our public infrastructure all the time and we do it on things that benefit the public broadly. when we have opportunities to allow a public -- to allow a private partner to take the risk of infrastructure improvements and then be repaid through the value that they create we protect our -- we protect our public finance tools for things that only government can fund, and we think that continuing a model that's really been perfected under redevelopment in which the value that is created is reinvested to pay back our private partners for the infrastructure that they pay for is a good model to try to emulate on a specific case by case basis, and it is one that has been used with success in some variety of way, in mission bay, on the shipyard, treasure island and we con
